MEET CARLTON L. PARHMS
Dedicated Leadership for Justice and Fairness in Our Community
Carlton L. Parhms, native of Baton Rouge, graduated from the University of Louisiana-Lafayette in 1991, earning a Bachelor of Arts Degree in Political Science with a Minor in English. He applied to the Southern University Law Center in Baton Rouge and was awarded a Full-Ride Scholarship to attend. While at the Law Center he was selected to serve on the Southern University Law Review as Case Notes/Comments Editor; elected to serve as President of the Black Law Students Association; and then graduated with Cum Laude Honors in 1994.
His legal career began as an Assistant District Attorney for the Ouachita Parish District Attorney's Office in 1995, where his responsibilities included the handling of all Juvenile Prosecutions of Criminal Offenses within the City of Monroe. He was also responsible for all Child in Need of Care proceedings initiated by the Office of Family Services within the City of Monroe. He was later promoted to the Metro Narcotics Felony Division of the District Attorney’s Office, where he was responsible for the prosecution of Felony Drug offenses in Ouachita Parish.
In 2002, he was hired as Chief City Prosecutor for the City of Monroe, where he was responsible for the prosecution of all Misdemeanor Offenses before the City Court.
Mr. Parhms has also managed a successful private practice of law; and since 2006 he has been in full-time private practice in the areas including Workers Compensation and Personal Injury. His private practice affords him the opportunity to meet and assist many different people in several different walks of life. He’s proud to say that he has navigated the overwhelming majority of his clients, successfully, through their encounters with the legal system.
His vast unique experience as an Assistant District Attorney for the Ouachita Parish District Attorney’s Office; Chief City Prosecutor for the City of Monroe; his dedication and commitment to the “Working Class” community; his reputation for fairness; ability to communicate with Officers of the Court; and willingness to listen to the citizens of Ouachita and Morehouse Parishes; make him the right selection for District Court Judge Division “H” in the upcoming election on November 3, 2026.
